The first half of this lick is based on C♯ major pentatonic scale and was played on I chord.
The other half is the combination of C♯ major and minor pentatonic scale and was played on IV chord.
Note that minor pentatonic scale fits better on IV chord (the last part is major pentatonic scale, but it sounds good because it's resolving to the I chord).
