Man arrested after carrying mock flammables in the CBD

A man remains under police guard in hospital after pushing a trolley containing what looked like Molotov cocktails into a building in Melbourne’s CBD. Police initially believed the bottles and petrol cans contained flammable liquid prompting a lockdown of William Street.
