Trevor Manuel says ministers must have ethical standards

Former Finance Minister, Trevor Manuel, also says a simple declaration of interest is not enough. He says leaders need be held to a higher ethical standard. He was commenting amid allegations of corruption related to COVID-19 relief and the procurement of protective equipment.
