The U.S. Department of State has emphasized that United Nation's consent is required before de-escalating sanctions on North Korea.
South Korea's unification ministry said during Friday's briefing that there needs to be an agreement between Seoul and Pyeongyang on North Korean ships sailing in South Korean waters and passing by the Jeju seaway.
In response, a U.S. official said that all U.N. member states are required to implement U.N. Security Council resolutions...indicating that they can't be decided solely by the two Koreas.
Prohibitions on vessels are among the clauses included in the May 24 measures,...sanctions imposed on North Korea by the South in response to the sinking of the ROKS Cheonan in 2010.
