The horrifying moment is captured when a woman in Northampton is caught strangling a very young girl in a stroller on Tuesday (September 10) with a slightly older boy in the stroller watches.
The small pig-tailed girl is in the stroller cries as the woman puts her hands around her neck, before the woman looks up and appears to acknowledge that she's being filmed.
