Trump Signs Bill to Replenish 9/11 Victim Compensation Fund On July 29, President Trump signed legislation that will replenish the September 11th Victim Compensation Fund (VCF) over the next decade. The VCF will be replenished by $10.2 billion, with those funds going to first responders who suffered illnesses and injuries as a result of the 9/11 terror attacks. Those who previously filed claims and were met with cuts due to insufficient funding will also now receive the full compensation amount.
