Minority Affairs Minister Mukhtar Abbas Naqvi will launch first of the 'Progress Panchayat' in Mewat region of Haryana. Mewat has a significant Muslim population. Last month, a couple was murdered and two girls raped allegedly by a gau rakshak, or cow protection group.
