In 2017, the tiny Caribbean island of Barbuda was nearly wiped out by Hurricane Irma.
A year later, the Huff Post reports disaster recovery progress is being made, albeit very slowly.
Most Barbudans are still living in Antigua or elsewhere. In their absence, much has changed.
