KUAM News has obtained surveillance video footage of an incident involving Lt. Governor Ray Tenorio and a Guam Police Department SWAT officer.

The controversial incident occurred Saturday evening at the GVB BBQ Block Party. Tenorio admitted to removing the officer’s duty weapon from behind in what he called a “teachable moment.”

Multiple sources have confirmed the officer in question was SWAT Sgt. Carl Cruz. Multiple sources have also confirmed with KUAM News Lt. Governor Ray Tenorio was intoxicated when the incident occurred and that Sgt. Cruz pushed Tenorio when the Lt. Governor tried to remove his duty weapon several times.

Two former GPD chiefs who served under two different administrations both agreed Tenorio “endangered lives” when he removed a loaded duty weapon from Cruz’s holster. Current GPD Chief J.I. Cruz - a prominent Tenorio/Ada gubernatorial supporter - said he ordered officers on the scene to write incident reports, but also said he would “move forward” since no criminal complaint was filed.

The video appears to show a confrontation between Tenorio and another individual. At one point in the video it appears the individual is being held back by other persons on the scene. The incident occurs in front of what appears to be the Lieutenant Governor’s official Lincoln Navigator.

The surveillance video was provided by a source who chose to remain anonymous out of fear of repercussion.
