Bizarre Old Man on an Electric Scooter

This has to be one of the most bizarre things I have ever witnessed; coming up to an electric scooter (limited to 8mph) on a road with plenty of blind corners and of course a 60mph speed limit.

Reading of the British DVLA legislation shows this to be completely legal for a Class 3 Invalid Carriage (transport for disabled in effect) to be allowable at up 8mph on roads that are non-dual carriageways. However, in my opinion this is absolutely bonkers and far beyond sensible due to how easily an accident could occur with the speed differential of a car arriving from behind. What do you make of the whole thing?
