An estimated 67 percent of the homeless population in the Las Vegas region is unsheltered. Starting in May, the city's courtyard will be operational with round-the-clock security and a sleeping area. "This is a safe zone," Community Services Manager Kathi Thomas-Gibson said. "Here, no one's going to mug you or beat you up." A pilot phase is operating now from 6 a.m. to 6 p.m.
