Lieutenant General Paul Nakasone stated he does not think China and Russia expect the US to retaliate after cyber attacks and intrusions.
Gen. Nakasone is President Donald Trump's nominee to lead US Cyber Command.
He testified before the Senate Armed Services Committee on March 1st for his confirmation hearing.
Gen. Nakasone will also serve as the director of the National Security Agency, if he is appointed.
