On Thursday, Washington, D.C., and Baltimore were battening down under a blizzard warning. At the same time, a state of emergency was declared in Virginia and Maryland, as the East Coast prepares for a weekend winter storm that could bury them under two feet of snow. The National Weather Service reports that blizzard conditions are expected to start Friday, with heavy snow and high winds were forecast for the Washington and Baltimore areas.
