Should Evans the kidnapper be jailed or employed by the Government instead?

From his confessions, it is easy to assume and perhaps conclude that “Evans the kidnapper” is guilty, however instead of the arraigning him in court, what if the govt. decides to offer him a job to help catch other kidnappers.
