Cedar Rapids Flood I-380 backed up

In case anyone notices in the video, the left lanes were closed off and to be used by emergency and authorized vehicles only. Which is why that lane is open in the clip.
Forgot to add this on the clip, but just to clarify, the section of I-380 and Highway 965 that closed is at the Iowa River between Iowa City and Cedar Rapids.
