One Fusion Core can be picked up very early on in the game. The "Red Rocket Truck Stop" will be one of the first places you visit in Fallout 4.

Right next to it is a little hole in the ground. Go in there and take out a few crawling enemies. If you look to your right, there is radioactive waste in a corner. In front of it is a Fusion Core that you can use for your Power Armor.
