Cuomo: "We really were lucky that there were no fatalities"

All 29 victims who were injured in a New York City explosion have been released from hospitals, Gov. Andrew Cuomo told reporters Sunday.
"It depends on your definition of terrorism.
A bomb exploding in New York is obviously an act of terrorism, but it's not linked to international terrorism," he said.
The explosion Saturday night in New York City's Chelsea neighborhood caused "significant damage," New York Gov. Andrew Cuomo said Sunday.
"When you see the amount of damage, we really were lucky that there were no fatalities," he said.
