The deep state during the Ottoman Empire, the deep state in Russia and in the United States, all of them are controlled by God. These deep states cannot move an inch beyond the word of God. Just like electrons orbit at a particular rate and never cease to do so, the deep states cannot act otherwise. The deep states cannot act or say a word on their own. For instance, if we ask Putin, "Why did you say so?" Putin may state: "I was fated to make this speech." And that is the truth. We ask this question because we live by the external (apparent) knowledge. And he can reply so according to the knowledge of the hidden. He would say he was fated to talk that way.
