The Afghan Taliban are placing preconditions for joining the peace talks. Some of these are only Confidence Building Measures and may be acceded to. Ashraf Ghanis' recognition of the Taliban as a political group rather than militants is a promising step. The Afghan Government also needs to drop its preconditions for talks. Participants: Brig.
