Eyewitnesses have told the BBC that the Nigerian army killed dozens of members of a Shia Muslim organisation during a military crackdown last month.
Human rights group say hundreds of people were killed during the clashes in the city of Zaria.
The Nigerian army denies human rights abuses and says only the investigation which is taking place can establish the true number of those killed.
