For a pure speed and stealth solution, rush to the CFA official without waiting for the arms dealer and Fulton extract him before an immediate departure. Alternatively, for a score boost on a much later playthrough, extract the three containers with the Wormhole Fulton while you wait for the arms dealer to land, then identify both him and the CFA official in the room where they meet. Fulton recover them, then exfiltrate the hot zone.
