And as the disasters following the interventions in Iraq and Libya showed, the chaos stemming from the collapse of state structures can be next to impossible to contain. But is the Obama administration's 'orderly transition' policy any better, and could it form the basis of a settlement acceptable to all sides in the Syria war?
