Kryeministri ne detyre Sali Berisha zhvilloi sot te paren mbledhje qeverie, pa qene njëkohësisht lider i partisë Demokratike. Ne sallen e kabinetit qeveritar ku binte ne sy mungesa e ministrit te Transporteve Sokol Olldashi, rivalit te Lulzim Bashes, riperseriti urimin per kreun e ri te demokrateve. Edhe kete here Berisha u shpreh se qeveria do te vazhdoje te punoje deri ditën e fundit ne përputhje me projektin e saj, por pa rene ndesh me vendimet qe do te marrë qeveria e re. Kryeministri sqaroi se ligji per sigurimet shoqërore nuk do te miratohet, per sa kohe Rama ka premtuar shërbim shëndetësor falas per te gjithë. Teksa akuzonte Ramen se me politikat e tij largon investitorët e huaj, dhe iu beri thirrje këtyre te fundit te mos tremben nga presionet e te majtës, Berisha u shpreh se qeveria ne detyre do te miratoje ndërtimin e HEC-eve te reja. Ne këto dite te fundit te qeverisjes se tij 8-vjeçare Berisha deklaroi se ishte i vetëdijshëm, qe nuk kishte bere maksimumin duke lënë ne Shqipëri dhe nje kategori njerëzish qe jetojnë ne varfëri ekstreme. "Ne nuk arritëm te realizonim rritjen ekonomike te tyre dhe ky është pengu im", u shpreh ne fund Berisha.
