Instituti Demokratik Amerikan, ne përmbyllje te takimeve 4 ditore ne Tirane me krerë te partive politike dhe shoqërisë civile, publikoi raportin paraprak për situatën parazgjedhore në Shqipëri. Kreu i delegacionit, guvernatori Howard Dean e ka cilësuar si te polarizuar situatën parazgjedhore.
"Ne dimë se situata është e polarizuar sa i takon partive politike. Gjatë takimeve tona kemi vënë re një cinizëm të thellë, qe minon demokracinë. Po ashtu me duhet të themi se Shqipëria dhe qytetarët shqiptarë duhet të punojnë të kalojnë këtë cinizëm dhe kjo mund të bëhet që gjërat të jenë sa më transparente të mundshme." Ish-anëtarja e Parlamentit Europian, aktualisht zv/presidente e demokrateve liberale europiane, Van der Laan, apeloi qe zgjedhjet te jene nje "Beteje idesh dhe jo nje Beteje Njerëzish". "Partitë politike te bejne debate per te sqaruar programet dhe te heqin dore nga fjalimet qe denigrojnë kundërshtarin. Duhet shmangur blerja e votës, e këtu përfshihen edhe ofertat per punësim." Komisionerja Ellen Ueintraub, qe ishte ne krye te komisionit federal te zgjedhjeve per vitin 2013 ne SHBA, theksoi se krerët e partive duhet të ruajnë edhe me vepra pavarësinë e KQZ, ndërkohë që anëtarët e saj duhet të gjejnë konsensusin. Per ketë institucion, instituti demokratik amerikan ka vlerësuar se ne keto muaj te pare te përgatitjes se zgjedhjeve ka funksionuar i ndikuar nga palët politike. Ajo ftoi gjithashtu te rinjtë te dalin ne votime ne 23 qershor. Misioni i NDI në Shqipëri qe do te monitoroje procesin e 23 qershorit, do te jete referenca kryesore për qeverinë e SHBA per te vlerësuar legjitimitetin e procesit.
