Ligjet për procedurat tatimore dhe akcizat kane marre vetëm 68 vota pro ndërkohë qe opozita edhe pse ishte e pranishme ne salle i ka hequr kartat dhe nuk ka marre pjese ne votim.
Megjithatë kryetarja e Kuvendit Jozefina Topalli i konsideroi te miratuara te dyja ligjet edhe pse nuk u arrit numri i nevojshëm prej 71 deputetesh duke njohur faktin qe socialistet ishin ne salle. Ndërkohë opozita nga ana e saj deklaroi se votimi është i pavlefshëm sepse nuk ka pasur kuorum. Sipas PS, e rastin e Ilir Beqjes te shqyrtuar nga gjykata kushtetuese, është konkluduar se prezenca ne salle konsiderohet nga kartat e vendosura dhe jo domosdoshmërisht nga prania fizike e deputetit. Por zyra e shtypit e kuvendit, reagoi pas seancës duke thënë se Rregullorja nuk parashikon opsionin e votimit me heqjen e kartës. Me tej ne deklarate thuhet se lidhur me kuorumin, votimi i kryer sipas rregullores ka patur 128 deputetë prezent. Shumica e nevojshme për miratimin e ligjit ka qenë 65 pro, sqaron Kuvendi ndërkohë që ligji në fjalë mori 68 vota pro. Ne kuvend ra ne sy mungesa e tre deputeteve te LSI, Meta, Tavo e Koka te cilët ishin me here ne salle, por munguan gjate votimit. I vetmi nga LSI qe votoi pro ligjit, ishte ministri Nasip Naco.

The statement said further that in relation to quorum, voting has been conducted under Regulation 128 deputies present. The majority required for adoption of the law was 65 in favor, while the Assembly clarifies the law in question received 68 votes in favor. We fell in assembly absence of three deputies of SMI, Meta, Tavo's head who were here in the hall, but were absent during the vote. The only one who voted for the law SMI was Minister Nasip Naco.
