Penang Chief Minister Lim Guan Eng has revoked the order to cull stray dogs to prevent the spread of rabies.
Lim's order to cull the strays, which was announced on Sept 17, was intensely criticised by animal rights groups that felt the strays should have been vaccinated instead of being culled.
