The start has many Bullet Bill cannons. After a pipe, you'll see 2 Hammer Bros by garbage blocks. You can go down the next pipe for coins or continue ahead. Up ahead are more pipes and another set of garbage blocks with 2 Hammer Bros. After a spring, you'll climb one stairway and the bigger one has an incoming Buzzy Beetle. After the bigger stairway, you'll find the flagpole.
