This truck only spawns in the location shown at 1320 every day i have tried coming back for it at the same time on different days and always there, But NOT when its raining, You can store this in your garage if you glitch it in.
The most fun part of this apart from being rare is you can put 3-4 people on the roof and they will not fall off when you drive around so you can have a fully armed taco truck if thats your thing,
