Ombudsman mulls liability of high officials in Mamasapano clash

The Ombudsman is looking into the liability of higher-ranking officials as part of its probe into the January 25 Mamasapano operation and is also asking the Supreme Court to re-examine the so-called "Aguinaldo Doctrine."
