Despite Snow and Cold on East Coast, NOAA Declares Warmest Winter on Record

The NOAA has declared this winter to be the warmest on record in the northern hemisphere. Although those living on the east coast of North America would disagree, the rest of the northern hemisphere had fairly mild temperatures.
