A heavy police presence in Cambodia appears to have muted a planned rally against the treatment of garment workers. There were supposed to be demonstrations to demand the release of 23 people detained during previous protests. But the government is also under pressure to improve the situation of garment workers, with dozens of global brands and unions calling for a resolution to the situation. Al Jazeera's Marga Ortigas reports from Phnom Penh.
