The sheet material can be tarpaper or felt this can be covered with gravel to prevent sun damage and to keep the roof membrane cool.
A main reason for failure of these traditional roofs is ignorance or lack of maintenance where people or events cause the gravel to be moved or removed from the tar or tarpaper waterproofing, thus exposing it to weather and sun whereupon cracking and blistering occurs over time and eventually water gets in.
Modern flat roofing membranes use rubber, aluminium, plastic or fibreglass and a flexible resin. A fibreglass/resin roof membrane is extremely strong and can be walked on without damage, unlike tarpaper and pitch.
