I live in Saint-Denis, the capital of France before Paris. Over 80 languages are spoken here daily, and it was an important Medieval walled market town. The Mutualité section is just a modest residential area with a rather amusing history. There is a good budget hotel near here, the F1 on Avenue Lenine, 39 euros per night at this writing, and Paris is an easy busy or métro ride away.

Most of Saint-Denis, which is quite large and includes an island (Ile-Saint-Denis) with its own city hall and which contained the world's first industrial zone is not very pretty or interesting, the world's first Gothic cathedral is here, the Legion of Honor park and school is here, the largest (and perhaps the best) market in Europe is here (it runs every Tuesday, Friday and Sunday morning), Stade de France is here, the new "Manhattan" of Paris is being built here, and if you want to save money and don't need to stay in central Paris, again I recommend the F1, which is part of the Accor/Motel 6 chain, a no-frills pod motel. (Warning -- it books months in advance and is the choice of smart tourists from all over.)
