Kofi Annan, the UN and Arab League envoy on Syria, said on Tuesday that there should be no pre-conditions to stopping the violence.
He said an end to the bloodshed could be achieved by April 12th.
A deadline for Syrian troops to leave protest hubs expired earlier on Tuesday.
Annan was speaking in Hatay, southern Turkey, where he was visiting refugee camps.
