A city under siege.
Forces loyal to Libya's new leaders continue their assault on Sirte, the hometown of former leaders Muammar Gaddafi.
Amid chaos and confusion the fight goes on. Libya's new leaders say they will only begin the transition to democracy after they capture the city.
On Monday government fighters say they arrested 15 men who they believe are foreign mercenaries fighting for Gaddafi.
SOUNDBITE: Unidentified commander, saying: (Arabic):
"We found them inside in Section 2 at the Gaddafi positions. They were firing at us and we caught them.''
Gaddafi armed many sub-Saharan Africans to fight for him -- but some have been subject to arbitrary reprisals by the NTC forces.
The new government's forces have been accused of mistreating prisoners and Amnesty International said in a report last week it was in danger of repeating some of the abuses of Gaddafi's rule

''We don't know what their nationalities are but they are mercenaries. We don't know if they were firing or not. God knows.''
Gaddafi's hometown has been one of only two towns in Libya where there is still armed resistance to NTC rule.
