Charles Green has told talkSPORT he wants to be the man who takes Rangers into the English league structure.
The Scottish Football Association is set for reform, with two leagues of 12 teams and a third of 18 below them, set to replace the existing four tier system.
That decision could see Green, who has made secret of his desire to take the Glasgow side south of the border, pull the Gers out of Scottish football.
