The confidential Justice department memo states the US will only have the power to kill citizens who are; outside the US; operational members of al Qaeda or its "associated groups"; imminent threats to the US; and cannot be captured in a practical ways. Opponents to this rules are too vague and subjective. While defendants say the memo was thrown together ad hoc, and shouldn't have become public.
