Cycling chief proposes amnesty for Armstrong, other riders

The President of world cycling says their should be an amnesty for cyclists - and that includes Lance Armstrong.
Pat McQuaid was speaking after the UCI's emergency meeting with it's own Independent Commission in London, which ended with no agreement and the sport still in crisis.
