In April 2006, Bitti Mohanty son of former DGP (Home Guards) Bidya Bhusan Mohanty, was convicted of rape and a year later he was granted parole to visit his ailing mother in Rajasthan. But Bitti jumped parole and for the past 7 years he has been missing. TIMES NOW has consistently followed the case where the system has colluded and now, a further detailed investigation has revealed how the system worked in Bitti Mohanty's favour. During a conversation with TIMES NOW, Retired DG Manmohan Prahraj stated that he saw Bitti Mohanty with his father in Bhubaneshwar when he was out on parole. As per the parole conditions, Bitti was not supposed to leave the city of Alvar. Bitti and his father had violated the parole conditions, which was known to many IPS officers in the city including Praharaj. When TIMES NOW confronted the current DGP of Orissa, Prakash Mishra, he refused to come on record-- but off record puts the onus on the Rajasthan Police. As Bitti Mohanty continues to evade the law the Naveen Patnaik government has not yet come on record to clear the allegations against it.
