Arab League plans emergency talks on Syria

Syrian activists said security forces have killed at least 15 people on Sunday, despite a promise from president Bashar al-Assad to start pulling troops out of urban areas.

The Arab League has called for another emergency meeting on Syria and Qatar's foreign minister said Damascus is not abiding by its obligations under a peace plan put forward by the League.
