Poor Indians bear brunt of graft

The man accused of being behind one of India's biggest corruption scandals has appeared in front of an investigation panel.
 
A Raja allegedly sold mobile phone licenses at very cheap rates, costing the government over $40bn.
 
But as Al Jazeera's Prerna Suri reports from New Delhi, it is the country's poor who continue to suffer.
