Saudi places strict controls on the numbers of Muslims coming from each country, and governments of those country's select pilgrims according to their quota.

But this process hit a major snag in the Palestinian territories where there are two de facto governments, one in Ramallah and one in Gaza.

And while applicants applying through the West Bank were allocated permits, those applying through the Gaza office were not.
