One of the criticisms levelled at international donors is that much of the money is tied to security rather than humanitarian work.

That means relatively peaceful areas can lose out. Now some provincial governors are saying that poor Afghans in their regions are turning to the Taliban for financial help.

Al Jazeera's Hashem Ahelbarra reports from Bamiyan where many say they are yet to see any aid at all.
