Russia, like Serbia, remains firmly opposed to Kosovan independence. Both say the move would be "immoral and illegal".
Russian President Vladimir Putin says the breakaway would be a threat to national security and international order.
In addition, Moscow warns that if Kosovo is recognised as an independent state Russia will change its policy towards Georgian breakaway regions of Abkhazia and South Ossetia.
