Blasts in the capital injured three people, according to local media reports.
Authorities say the first explosion occurred in a house the suspect was renting.
As police moved to arrest the man, he tried to throw another bomb, but it detonated while he was holding it, blowing one of his legs off.
Photos of the scene show the man, who is believed to be Iranian, lying on the sidewalk amid debris and broken glass.
It was not immediately clear whether the blasts were related to the January arrest of a Lebanese man for possessing large amounts of explosives.
