The bill, signed by Republican governor Jan Brewer in April, aims to identify and deport the estimated half million undocumented immigrants in the state bordering Mexico. In these controversial sections, police officers had the power to "stop, [detain] or arrest" an individual "when practicable" and with "reasonable suspicion" of his/her immigration status. Immigrants would have been required to carry papers proving their legality or otherwise sent to federal custody if proven illegal. In Phoenix, Maricopa County Sheriff Joe Arpaio had expressed he was going to make full use of his Tent City jail to detain the illegal immigrants.
