Levees are intended to keep straitjackets on rivers, but engineers now find that controlled breaches can avoid more widespread damage to occupied areas in flood-plains. With a changing climate these fortifications may become ineffective and put people and communities at risk. Working with the natural cycle and not trying to control the forces of nature is a new way to look at flood control.
