Rightwing extremist terrorism - why was it underestimated for so long? | People & Politics

The latest report by Germany's domestic intelligence agency, the Office for the Protection of the Constitution, says: "Again in 2010, no rightwing terrorist structures could be found." Now that a decade-long series of murders by neo-Nazis has come to light, that statement sounds like a bad joke. How was it possible to be so far off the mark? Have the security services concentrated too exclusively on Islamist terrorism and the leftwing radical scene?
