The plane with 19 passengers and crew on board crashed on a remote hilltop outside Kathmandu.
All but one died at the scene.
The sole survivor was rushed to hospital but died later.
The passengers comprised 10 Indians, two Americans, one Japanese, and three of Nepali origin.
The three crew were all from Nepal.
Some local people who reached the hilltop crash site said they'd heard a loud noise but didn't at first realise what it was.
SOUNDBITE: Ramesh Puri, local resident, saying (Nepali):
"Though we didn't witness the accident directly we heard a loud noise like that of houses being demolished by a great explosion, " (THIS MAN SAYS). "We asked a nearby neighbour and they said it seemed like a plane crash"
The aircraft was on its way back from trip to view Mount Everest when it crashed in bad weather.
The poor conditions also initially prevented helicopters landing to take the bodies to a hospital for post mortem examinations.
The Beechcraft plane was owned by Buddha Air, a private airline.
Tens of thousands of tourists come to Nepal annually to visit its Himalayan peaks and several airlines run mountain flights for those who don't take the hiking routes to see them.
