00:00Dear Radek, thank you for hosting us here at this important moment.
00:05There is really a new intensive diplomatic push underway for ending Russia's war.
00:13Europe continues to support all efforts towards just and lasting peace.
00:18Today we discuss with the ministers how we can contribute to this.
00:22Despite the diplomatic outreach, the reality on the ground is grim.
00:27This week alone, at least 45 civilians have been killed in Ukraine in the Russian airstrikes, and these are civilians.
00:39There is little sign for imminent peace.
00:43Instead, Ukraine faces another very difficult winter.
00:47Russia will again target Ukraine's power stations that keep the lights on, homes warm and water running.
00:57Moscow attempts to freeze Ukraine into surrender, but we won't let it happen.
01:03To bolster Ukraine's resilience, the EU dispersed another 4.36 billion euro under our support loan this week,
01:13but it's clear that more is needed.
01:15On the battlefield, Russia is stuck.
01:18A record 54,000 Russian troops were killed or wounded in October alone, and this is a staggering amount, roughly
01:28the capacity of Warsaw's national stadium.
01:32Russia cannot sustain such losses on such scales indefinitely.
01:38We cannot say how and when Ukraine and Russia will strike a peace deal.
01:44We can say what it needs to be put into effect.
01:49Any agreement in order to be implemented will require the European Union to be part of it.
01:56From security guarantees, sanctions, reconstruction, Ukraine's EU accession, there is no way around the European Union.
02:04Europe has a core security interest vis-à-vis Russia.
02:10We are not the mediator.
02:12We are firmly on the Ukrainian side.
02:14Any agreement to end the war must prevent Russia from using the force again and just using a force to
02:23re-arm and re-attack.
02:25And that is why earlier this year I put forward a paper with core demands towards Moscow, discussed by the
02:32European Union foreign ministers,
02:34that should be used as the basis of negotiation.
02:37There can be no legal recognition of Russia's claim to occupy the Ukrainian territory.
02:42Russia must be held accountable for its war crimes, violations of international law and pay for the destruction it has
02:50caused.
02:51Ukraine's sovereignty, independence and the right to choose its own alliances must be respected.
02:57There can be no gap on the size of Ukrainian armed forces.
03:01And children deported from Ukraine must be returned home.
03:05Russian sabotage across Europe must stop.
03:08In short, concessions should be on the attacker, not on the victim.
03:13I want to make a fundamental point here.
03:16We already have European security architecture in place.
03:20NATO and the European Union both have their respective roles.
03:25We must make sure Ukraine is integrated into this architecture.
03:29The problem remains that Russia keeps breaking the treaties that underpin it.
03:35NATO posed no threat to Russia in 2021 and it poses no threat to Russia at the moment.
03:41Putin does not have a veto over European security.
03:45Looking ahead, ministers were clear that we will continue supporting Ukraine and dialing up the pressure on Russia,
03:54including through the 20-second sanctions package.
03:58But let's also be clear.
04:00Russia did not start this war over money.
04:04But it started this war because its ability to wage this war also depends on money.
04:12Energy deals with Russia only prolong the war.
04:15Minis has also addressed Russia's gray zone tactics.
04:19As Russia is willing to take greater risks, Europe also must impose greater costs.
04:25More sanctions, tighter controls on the movement of Russian diplomats,
04:29a visa ban of Russian ex-combatants, new counter-drone capabilities and emergency security protocol
04:37are some of the options that are currently on the table that we are discussing on.
04:43Russia's attacks against Europe will come at an increasingly heavy price.
04:48So, Radek, thank you again for having these good and open discussions today.
04:53Thank you.
04:53Thank you very much.
04:55Mr. Minister.
04:55Dziękuję bardzo.
04:56Będę mówić w języku...
